China releases export control announcements

China's Ministry of Commerce and General Administration of Customs released four export control announcements on Oct. 19, 2026.
New export controls take effect Nov. 18, 2026
The export controls on high-end engineering equipment and unmanned aerial vehicles take effect November eighteenth, two thousand twenty-six.
Tunnel boring machines added to controls
Full-face tunnel boring machines including earth-pressure-balance and slurry-shield types require export licenses.
Dredger components subject to controls

Dredger mud pumps with suction inlet diameter of no less than 0.55 meters require export licenses.
Drones require specific licenses
Drones capable of controlled flight beyond natural visual line of sight require export licenses.
Export procedures for dual-use items
Customs queries for dual-use items must be resolved within seven working days for materials and fifteen working days for determination.
Key parameter thresholds for controls
Dredger mud pumps with suction inlet diameter ≥0.55 m require export licenses.
Drones with specific capabilities require licenses
Drones with endurance ≥30 minutes require export licenses.
Export registration for non-sensitive markets
Exports to non-sensitive markets use registration and filing procedures with pledges not to divert goods to sensitive countries.
Drones with range ≥300 km require licenses
Drones with range or flight distance of no less than 300 kilometers require export licenses.
Motor specifications for controls
Brushless motors with rated voltage ≥48 volts require export licenses.
Impact on export procedures
Overseas orders for tunnel boring machines must go through license applications again, extending customs clearance.
Long-term compliance requirements
Companies must track where products ultimately go to avoid diversion to sensitive countries.
