AT&T HQ plan gets final approval

Plano's Planning & Zoning Commission approved AT&T's final site plan on September 21, clearing the way for construction of the $1.35 billion global headquarters on the former EDS campus.
54-acre campus consolidates operations
The headquarters will span roughly 54 acres and consolidate AT&T's administrative operations currently spread across Dallas, Plano and Irving into at least 2 million square feet of office, retail and amenity space.
Employees arrive in late 2028
AT&T expects employees to begin partially occupying the Plano campus during the second half of 2028, following the company's formal confirmation of the relocation in January 2026.
1.35 billion dollar investment commitment
AT&T committed to at least $1.35 billion in real-property improvements, with economic development agreements approved by Plano in February providing a grant and tax rebates tied to the project.
Up to 10,000 jobs for Plano
AT&T's employment commitments call for transferring, retaining or creating up to 10,000 full-time job equivalents in Plano, with incentives tied to meeting specified development and employment benchmarks.
280-foot sculptural tower planned
The campus will feature a prominent 280-foot sculptural communications tower near Legacy Drive and Parkwood Boulevard, with antennas fully integrated inside rather than mounted on the exterior.
“communications antennas must be fully integrated inside the structure rather than visibly mounted on the exterior”
Former EDS building demolished
Crews demolished the former EDS headquarters building in a controlled implosion on August 9, clearing a major portion of the property for AT&T's redevelopment of the historic corporate campus.
CEO cited crime and governance concerns
Emails obtained by The Dallas Express showed CEO John Stankey had raised concerns about crime and governance with Dallas City Manager Kimberly Bizor Tolbert before the relocation announcement, though records did not establish these as the determining reason.
The bottom line
AT&T's $1.35 billion headquarters project in Plano cleared a major regulatory hurdle with final site plan approval, putting the company on track to begin moving employees there in late 2028.
