China restricts forty technology exports

China's Ministry of Commerce and Ministry of Science and Technology published a draft restricting or banning exports of forty technologies spanning artificial intelligence, chips and solar power.

Twenty-three AI technologies targeted

The list includes twenty-three AI technologies from advanced large models to agents. Exports of AI large models trained using sensitive national data would be prohibited, along with AI agents for national defense.

Powerful AI models face restrictions

Powerful AI models face restrictions

Exports of AI models with parameter counts of two trillion or above, or with certain world-leading capabilities, could be restricted.Chinese models including Moonshot's Kimi K3 and Alibaba's Qwen three point eight-Max exceed two trillion parameters.

Chips, solar and biomedicine also restricted

Several chip design technologies for AI processing and memory chips are included. Twelve solar power technologies covering polysilicon production and five biomedicine technologies including cell and gene therapy are also proposed for restriction.

China responds to Western tech controls

The move mirrors Western countries imposing sovereignty requirements on AI and other key technologies. Analysts say China aims to regulate access to its technologies as the world becomes more fragmented in trade and technology access.

“The world is getting more fragmented in trade and investment, but also in access to technologies.”

The bottom line

China restricted exports of forty technologies including AI, chips and solar power, citing national security concerns and preventing misuse as tech competition with the US intensifies.
