Diesel subsidy rules just changed

Malaysia's government expanded the BUDI Madani Diesel program to let registered vehicle owners transfer their monthly subsidized fuel eligibility to anyone eligible, not just family members.

What changed from before

Previously, only immediate family members could receive transferred diesel subsidy eligibility. Now any eligible Malaysian citizen with a valid MyKad can receive it.

Why the government made this move

Why the government made this move

Prime Minister Anwar Ibrahim said ministers from Sabah and Sarawak raised concerns about pickup and jeep owners, prompting the government to expand the transfer rules.

“But this is the meaning of democracy, we listen.”

Diesel limit also increased

The government raised the monthly subsidized diesel limit for pickup trucks and jeeps from 300 litres to 400 litres per month, addressing grievances from those regions.

How many transfers are allowed

Registered owners with multiple diesel vehicles can transfer eligibility to up to three other individuals, subject to application approval.

Who can receive the transfer

Any Malaysian citizen with a valid MyKad who is eligible for BUDI95 and is the actual user of the designated vehicle can receive transferred eligibility.

Ownership stays with the original owner

Transferring eligibility does not change vehicle ownership. The registered owner remains the legal owner while someone else uses the subsidized fuel benefit.

Example of how it works

If someone owns four diesel vehicles, they can transfer eligibility to their spouse, child, and employee. Each person gets their own monthly subsidy based on their assigned vehicle.

Transfer limits and restrictions

Each vehicle's eligibility can only be transferred once. Once approved, it cannot be transferred back to the original owner or to another person, except in special circumstances.

How to apply for a transfer

Applications started September 16 via the BUDI Madani portal at budimadani.gov.my, at Inland Revenue Board offices, or at petrol stations.

Deadline for monthly eligibility

Applications must be submitted by the 27th of the current month to use eligibility starting the 1st of the following month, subject to verification.

The bottom line

Registered diesel vehicle owners can now transfer their monthly subsidized fuel eligibility to any eligible Malaysian citizen, addressing concerns from Sabah and Sarawak.
