Two Texas teens detained

Two Texas teenagers say they were assaulted and detained by U.S. Immigration and Customs Enforcement agents when they stopped to observe an immigration raid on their way to a U.S. Marines recruitment office.
Alamo incident footage
Footage shows ICE agents hitting one boy four times, deploying pepper spray, and handcuffing him after he refused to resist.
Luis Ochoa's account
Luis Ochoa, 17, told Telemundo he was arrested for no reason after ICE agents said, 'Don't resist' and broke his wrist.
“I was never resisting. They broke my wrist.”
Mother's concerns

Ochoa's mother said the incident was traumatic for a minor, with eight hours without communication and no information from authorities.
“He is a minor. It's traumatic enough for an adult, for something like this to happen to him is really tough.”
DHS response
DHS described the teens as anti-ICE agitators who obstructed federal agents, with any violence toward ICE officers being subject to arrest and prosecution.
“Our officers carry out their Congressionally mandated duties in service to public safety and the rule of law.”
Texas lawmakers react
Texas Rep. Henry Cuellar called for immediate investigation of the incident, while Rep. Vicente Gonzalez condemned the agents' tactics as 'shameful, fear-inciting'.
“These are not the values we would ask of future service members who sign up to risk their lives for our families in the name of freedom.”
DHS version of events

DHS claims one teen banged on an ICE vehicle window, used minimum force to contain the situation, and interfered with officers after being detained.
“Officers were assisting their fellow law enforcement officers in a vehicle stop when the two agitators began to harass them and impede the arrest.”
Previous incidents
ICE has previously killed U.S. citizens in Minneapolis and South Padre Island, with multiple cases of American citizens detained in recent years.
“In Minneapolis in January, Renee Nicole Good and Alex Pretti, both Americans, were shot and killed by ICE and CBP agents.”
