EU pushes Canada and UK for more Ukraine aid

Brussels is pressing allies to fill a seventy billion euro funding gap as US backing becomes uncertain and Russia intensifies its assault.

In brief

Brussels is pressing allies to fill a seventy billion euro funding gap as US backing becomes uncertain and Russia intensifies its assault. The EU is urging Canada and the UK to increase Ukraine funding at summits in October and November as Kyiv faces a seventy billion euro shortfall and American support grows…

The funding gap

Kyiv faces a seventy billion euro funding shortfall next year. The EU and member states provide eighty percent of Ukraine's external aid, but more support is urgently needed.

“We urgently need other partners to step up.”

Summits planned

The EU will press Canada and the UK to increase support at summits on October twenty-nine to thirty and November twenty, respectively. Brussels is looking to non-EU allies as US backing becomes uncertain.

The EU's commitment

The EU's commitment

The EU has committed to a ninety billion euro loan for twenty twenty-six and twenty twenty-seven, intended to cover about two-thirds of Ukraine's needs. Brussels expected other partners to provide another forty-five billion euros.

Why costs are rising

Ukraine's projected twenty twenty-seven bill has grown as Russia intensifies its assault, the US-Israeli war with Iran drives up costs, and Washington shifts toward positions more favorable to Moscow.

Linking aid to talks

Brussels is heading into negotiations about closer economic and defence ties with London and Ottawa. Support for Kyiv from these partners is likely to shape the political climate around those talks.

What Canada has given

Canada has committed nearly twenty-six billion Canadian dollars in military, financial development and humanitarian assistance to Ukraine. Ottawa says it remains engaged with international partners on Ukraine's needs.

What the UK has given

The UK says it has committed a total of twenty-five billion pounds for Ukraine.Prime Minister Andy Burnham wants Britain to move closer to the EU and has said the status quo is not good enough.

“not good enough”

EU's own contribution

The EU and member countries say they have contributed over two hundred thirty-one billion euros since Russia's full-scale invasion, including military aid, budget support, guarantees and proceeds from immobilized Russian assets.

No explicit quid pro quo

Brussels will not explicitly link favorable treatment to contributions to Ukraine. The EU has not set out what it will ask partners for or how any request might connect to trade and defence talks.

“won't be pulling a Trump”

Canada's new status

Commission President Ursula von der Leyen proposed making Canada the EU's first associate member. Ottawa will participate in the EU's SAFE program, which finances joint defence procurement and gives Canadian companies preferential access.

Japan and Australia

The EU is also pressing Japan to increase contributions, with one official saying it was lagging in twenty twenty-six.Australia says it has not yet received a request for more funding for Ukraine for twenty twenty-seven.

Political pressure ahead

Support for Kyiv will be tested in elections across Europe next year. In France, far-right front-runner Marine Le Pen has vowed to end aid if elected president in twenty twenty-seven.

The headline

The EU is urging Canada and the UK to increase Ukraine funding at summits in October and November as Kyiv faces a seventy billion euro shortfall and American support grows uncertain.
