Serhiy Beskrestnov, a military technology expert advising President Volodymyr Zelensky, said speed restrictions had been imposed on the military package of Starshield services, leading to the failure of several military missions.

SpaceX founder and CEO Elon Musk addressed the matter, insisting Starlink and Starshield are different.He said Starshield systems are owned and controlled by the U.S.government, with limits decided by the U.S.military and ultimately the president.

White House denies making the request

A senior U.S. official told TIME no such request was ever made by the president. However, Reuters later reported citing three U.S. officials that the decision came from inside the White House.

Starshield service reportedly resumes

Ukrainian national news agency Ukrinform reported Thursday, citing sources within the Ministry of Defense, that the Starshield service had resumed. TIME has reached out to Ukraine's Ministry of Defense for comment.
