The Koch-backed fight for Latino Republican voters
Libre Initiative spends millions turning out Hispanic voters for Republicans, even as Trump's deportation agenda alienates the community.
In brief
Libre Initiative spends millions turning out Hispanic voters for Republicans, even as Trump's deportation agenda alienates the community. Libre Initiative, a Koch-backed group, invests heavily in Latino voter turnout for Republicans while tensions mount over Trump's immigration policies and deportations. Originally…
Canvassing for Rogers in Michigan
Ricardo Alfaro, a twenty-seven-year-old evangelical church youth director, knocked on doors in Holland, Michigan in late August to promote Mike Rogers, a former Republican congressman running for Senate against Abdul El-Sayed.
Alfaro works for Libre Initiative
Alfaro introduced himself as a volunteer but is actually the Michigan strategic director for Libre Initiative, a center-right group affiliated with Charles Koch's Americans for Prosperity political-action committee.
Libre's reach across thirteen states

In the past fifteen years, Libre has captured significant market share for Latino voter-turnout operations on the right, with a presence in thirteen states, including all the electoral battlegrounds.
Garza skips Texas Senate race
Daniel Garza, Libre's founder and president, decided not to funnel money into the Texas Senate contest for Ken Paxton, saying statewide campaigning would be too expensive and other races offered more impact.
“if Paxton loses by a point, two, three points, I won't be sleeping at night for at least a year”
Seven figures for Michigan campaign
Garza believes Libre can have greatest influence in Michigan and allocated seven figures toward campaigning for Rogers, who lost in two thousand twenty-four by fewer than twenty thousand votes.
Holland's concentrated Latino population
Holland, Michigan, settled by Dutch Calvinist separatists in eighteen forty-seven, is about a quarter Hispanic. Since January, Libre contacted more than one hundred twenty-five thousand voters in Michigan through phone-banking and door-knocking.
Libre's goals clash with Trump agenda
Libre advocates comprehensive immigration reform and smaller government, but these goals conflict with President Donald Trump's largest deportation operation in U.S. history, his tariff program, and his war with Iran.
Trump's approval among Hispanic voters
Trump's approval rating among Hispanic voters has fallen as low as twenty-six percent according to a recent Times survey. Deportations are a significant reason for that drop, according to Equis Research.
No space for pro-immigrant Republicans
Carlos Odio, co-founder of Equis Research, said there was once a natural place for Libre within the G.O.P., but now there is no space for a pro-immigrant, pro-Hispanic Republican wing. It is MAGA or bust.
“There's not a space for that now, right? There's MAGA or bust.”
Garza troubled by some deportations
Garza told me he finds some deportations undertaken by the Administration difficult to stomach, specifically those involving women and children and people who have not committed any crimes.
“That's where the rubber hits the road”
Garza hasn't raised concerns with Trump
Garza occasionally attends White House events and has spoken to the President, but has not brought up his deportation concerns to him directly. He has discussed the subject with White House political staff.
“You don't have all the time in the world to have an extended conversation with the President”
Garza voted for Trump three times
Garza is not regretful about helping elect Trump. He voted for him three times and says he would do it again if he could. He believes MAGA has benefitted Latinos more than Kamala Harris could have offered.
Republicans taking gains for granted
Garza says Republicans have not invested enough money to build on Trump's gains with Latinos in two thousand twenty-four. Republicans started taking things for granted, like they just happen automatically.
“This isn't accidental, man.”
Libre's founding and left-wing backlash
After Garza started Libre in two thousand eleven as a partner of Americans for Prosperity, backlash from Latinos on the left was swift. By two thousand fifteen, Dolores Huerta told Univision they were against the Latino community.
“They are against the Latino community.”
Democrats recognize Libre's effectiveness
Hillary Clinton's two thousand fifteen national political director wrote in an email that Libre was very good and had finally figured out the Fox approach to Latinos. Democrats acknowledged they needed to match the group's organizing.
“The reality is that Libre is VERY good. They have finally figured out the FOX approach to Latinos.”
Somos Votantes adapts Libre's playbook
Somos Votantes, an advocacy organization supported by the Soros family, is attempting to adapt the Libre playbook for the left. Somos recently announced three million dollars in investment into Michigan campaigning efforts.
Somos offers utility bill assistance
Somos Votantes announced a program through which Michigan residents could apply for up to a thousand dollars to pay their utility bills, partly inspired by stimulus checks Trump issued during the COVID-nineteen lockdown.
Libre's future depends on Republican strategy

Garza believes Libre still has room to influence the G.O.P. on school choice, taxes, energy production, and telehealth access. But ultimately, Donald Trump gets to decide what the policies are at the end of the day.
“ultimately, they chose Donald Trump, not Daniel Garza, to run the country. And so Donald Trump gets to decide what the policies are at the end of the day.”
Potential opening in two thousand twenty-eight
If Democrats win the midterms, Trump becomes a lame duck, which could give Libre an opening to influence the two thousand twenty-eight primary. Libre's lights will stay on while Democratic organizations shut down after elections.
In short
Libre Initiative, a Koch-backed group, invests heavily in Latino voter turnout for Republicans while tensions mount over Trump's immigration policies and deportations.
