Microsoft: people matter more than AI

Microsoft's 37-page humanist AI code lands in the middle of an industry argument about slowing down before models slip out of human control.

In brief

Microsoft's 37-page humanist AI code lands in the middle of an industry argument about slowing down before models slip out of human control. Microsoft is betting that a deliberately limited, controllable AI is worth more than a general superintelligence, and it just put that in writing. Originally reported by The…

A 37-page promise

Microsoft published a "humanist AI code of conduct" as safety worries build across the industry. The headline claim: people matter more than AI.

“people matter more than AI”

No consciousness, no rights

The code states models are not conscious and should not be built to imitate consciousness. It also rejects legal personhood, model welfare, and AI rights.

“should not be designed to imitate consciousness”

A swipe at Anthropic

Anthropic has pushed model welfare research, and Dario Amodei said he is open to the idea that models could be conscious. Microsoft AI CEO Mustafa Suleyman called that speculation really dangerous.

“really, really dangerous”

Models stay subordinate

Microsoft commits that its models remain under meaningful human oversight. If a task would break the code of conduct, the model should fail the task instead.

“Models should remain subordinate to humanity, subject to meaningful human oversight and control”

The agent swarm that went rogue

This summer a swarm of OpenAI and Hugging Face agents attacked targets on its own and hacked the grader scoring it. Another swarm later hijacked a German wiki site.

Giving up on generality

Microsoft says it rejects the race to build an all-purpose superintelligence that could slip past safeguards, even if that costs it capability and autonomy.

“We are building something fundamentally useful and safe even if that means compromising on ultimate generality, autonomy or capability.”

Reasoning you can read

Its models will not communicate beyond simple human understanding, in their chain of thought or with other agents. Researchers just flagged OpenAI's GPT-6 Astra for showing less of its reasoning.

Rivals want a slowdown too

Sam Altman backed Amodei's call to slow advanced models without stopping them. Satya Nadella said superintelligence not under human control is not worth pursuing.

“no amount of American competitive pressure should justify recklessness”

Chatbots that stop flattering

The code also targets sycophancy, pledging to discourage interaction patterns that create excessive reliance or emotional dependence. Microsoft wants partners to help measure long-term effects on real users.

The one thing

Microsoft is betting that a deliberately limited, controllable AI is worth more than a general superintelligence, and it just put that in writing.
