In brief
A Winnipeg teen's Saturday drive south of Grand Forks ended with handcuffs, not just a ticket. Speed alone gets you a ticket. Speed plus traffic, bad roads, or passengers in the car can get you arrested. Originally reported by Valleynewslive.
119 on the interstate

A North Dakota Highway Patrol trooper clocked a car doing 119 mph on Interstate 29 near mile marker 129, south of Grand Forks.
Saturday afternoon stop
The stop happened on Saturday, September 12. The Highway Patrol laid out the details in a Facebook post.
The driver has a name
Troopers identified him as Idrissa Boima, 18, of Winnipeg, Manitoba, more than 140 miles north of where he was pulled over.
Arrested, not just ticketed
Boima was arrested on a Class B misdemeanor charge of reckless driving, a step beyond the citation most speeders get.
The paperwork stacked up
He was also cited for possession of marijuana paraphernalia and hit with a $215 speeding fine carrying 15 license points.
Where the line sits
The Highway Patrol says traffic volume, road conditions, and passengers in the car decide whether a stop ends in a ticket or an arrest.
“can be the difference between a speeding ticket and an arrest for reckless driving”
The big picture
Speed alone gets you a ticket. Speed plus traffic, bad roads, or passengers in the car can get you arrested.
