## Forget chips, watch people
From Tuesday, China can stop its own citizens from leaving the country if they breach tech export controls. The restricted good is now the person carrying the knowledge.

> Forget chips and rare earths.
## Why now
Chinese firms hold far more advanced know-how than they used to, and they are expanding abroad fast. The rules extend an overseas investment oversight regime that started July 1.
## Every industry, not just AI
Semiconductor and AI companies take the hardest hit, but the controls span all sectors listed by the Commerce Ministry, said Shuai Peng, CEO of Lex Magister.
## Executives abroad are exposed
Peng's warning is aimed at anyone going global, especially leaders running negotiations overseas. Routine trips like CES in Las Vegas should still be fine.

> All companies going global need to think about whether they are compliant.
## Closing the Singapore door
The point is shutting loopholes that let people and money exit without Beijing watching. Plenty of Chinese businesses built offshore arms in Singapore to do exactly that.
## Two countries feel it most
Hutong Research partner Guo Shan expects the pain concentrated in Singapore and Japan, over technology transfer and illegal rare earth exports. She sees little dent in global sentiment toward China.

> I don't think the rules will materially affect broader global business sentiment toward China.
## Washington tightens too
On Sept. 15, US student visa holders get shorter grace periods before leaving, and mainland Chinese journalists drop from one-year visas to 90 days. The stated reason is espionage risk.
## The talent tug of war
Chinese AI firms keep recruiting US-trained scientists. Washington has named Chinese companies for distilling US AI models and called their AI, chip and biotech firms fair espionage targets.
## Beijing pushes back
The Commerce Ministry told the US to stop and hinted at punishment. Trump and Xi may take up AI safety if they meet this month, with talent flows the real battleground.
## Key takeaway

Tech export compliance is no longer a shipping question. If your staff handle controlled know-how, their passports are now part of the risk.
