## Excluded voters get another chance
The Election Commission of India announced Friday that electors excluded from Special Intensive Revision draft rolls in Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand and Telangana can reapply for inclusion.
## Delhi's excluded elector numbers
In Delhi, nearly forty-seven point five lakh electors were excluded from the draft roll published on August thirty-first after being categorised as absent, shifted, dead, duplicate or others.
## Supreme Court prompted the decision
The Election Commission's decision came just over a week after the Supreme Court suggested such a move to restore excluded electors to the voter rolls.
## Which form to submit
Excluded electors must submit an enumeration form with a declaration explaining their circumstances, not the standard Form six or Form eight used for fresh enrolment or residence changes.
## How to access the enumeration form
Partially filled enumeration forms can be accessed online through the ECI website or ECINET app by entering the elector's existing EPIC number, then missing details must be completed.
## Tracing names in old electoral roll
Electors must trace their own, a parent's or a close relative's name in the two thousand two electoral roll, the last time an SIR was conducted in Delhi.
## Process for those who stayed put
If address remains unchanged, an elector must submit the enumeration form with a signed declaration explaining why the form could not be submitted earlier to the Booth Level Officer or Electoral Registration Officer.
## Process for those who moved
Those who relocated within Delhi must submit the enumeration form with their new address, Assembly constituency and valid address proof to the Electoral Registration Officer of the new constituency.
## Ground-level support available
Booth Level Officers will conduct door-to-door visits and phone inquiries to contact excluded electors. Those needing help can use the Book a call with BLO facility on the ECI website or ECINET app.
## Original EPIC numbers retained
Electors successfully restored to the final roll will retain their original EPIC numbers, preserving their electoral identity and registration history.
## Key takeaway

The Election Commission of India opened a special process for electors excluded from draft rolls in six states and one union territory after being marked absent, shifted, dead or duplicate.
