## Fake businesses, real theft
Criminals buy stolen identities on the dark web, use them to create fake LLCs, then bill taxpayers for healthcare and services never provided. Wheelchairs, diabetes treatments, childcare and autism services are common targets.
## Minnesota's weak oversight
Minnesota was particularly vulnerable because LLC registration requires little scrutiny and relies on self-reported information. Criminals could open a childcare facility and immediately start billing Medicare without anyone checking.

> In the case of Minnesota, you went and got your LLC, you opened up a childcare facility, and then the next thing you knew you were billing CMS for childcare or autism care, and nobody checked.
## Beyond the money stolen
Fraud expert Haywood Talcove warns these schemes fuel criminal enterprises. Stolen funds finance human trafficking, drug operations and threats to democracy, not just personal enrichment.

> They are using our money against us, whether it's in social media campaigns, whether it is for human trafficking, drugs, disrupting our economy.
## Foreign cybercriminals involved
Investigations have uncovered foreign hacking groups like APT41, a Chinese-linked organization, involved in benefit fraud schemes. Talcove calls it a national security issue, not just a financial crime.

> When you start looking at the criminal groups that are involved, APT41 and some of their peers and associates, as well as some of the other groups from North Korea and other countries, it is, right now, a national security issue.
## Understaffed investigations
Federal programs spending trillions have almost no investigators. Criminals rack up millions in fraud before being caught because there are too few people to audit and verify claims.

> One of the fundamental problems with these programs that are literally spending trillions of taxpayer dollars, they have nobody doing investigations or such a small, tiny amount of people that it's not even possible to investigate.
## Investigations stop too early
Once fraud is discovered, investigations often end without checking if criminals are involved in trafficking, drugs or other crimes. Talcove says this allows networks to continue operating.

> They tend to get away with it because the investigation stops once you find the fraud.
## The Feeding Our Future case
Minnesota's Feeding Our Future scandal allegedly stole 250 million dollars from a federally funded child nutrition program during the pandemic. The Trump administration launched an anti-fraud task force led by Vice President JD Vance in response.
## Bipartisan action needed
Talcove says Democrats and Republicans must work together to combat fraud as part of addressing the nation's growing debt. Fiscal pressure from bond markets may force elected leaders to finally pay attention.
## Key takeaway

Criminals exploit weak LLC registration rules and minimal oversight to create fake companies that bill taxpayers for services never provided, then use stolen funds for human trafficking, drugs and other crimes.
