## New Texas LTC System Launches
Texas launches new online handgun licensing system Thursday, October 1, allowing residents to submit new License to Carry applications after a temporary shutdown.
## RSD Connect Replaces Old Platform
The Texas Department of Public Safety said its new RSD Connect system will replace the state's previous online licensing platform for License to Carry applicants, current license holders, and certified handgun instructors.
## Applications Resume October 1
New applications resumed October 1 after a statewide pause that halted submissions through September 12 for new applications and September 14 for supporting documents.
## LTC Benefits Remain
Texas law allows permitless carry for certain firearm owners, but License to Carry offers protections in airport areas and specific locations where unlicensed carriers cannot carry.
## Fees Increase October 1
The FBI portion of fingerprint transmission fees rises from $12 to $15, and the FBI volunteer fee increases from $10 to $13, effective October 1.
## System Features
RSD Connect enables applicants to apply for new licenses, renew existing ones, and check status online, while instructors can manage handgun licensing courses.
## LTC Program Continues
Texas still administers the License to Carry program, conducting background checks and issuing licenses to qualifying Texans who meet state and federal requirements.
