Caller names go live November 1

The Department of Telecommunications has mandated that all telecom operators display the KYC-linked names of incoming callers starting November 1, 2026, in a circular dated October 15, 2026.

Years in the making

The Caller Name Presentation system has been in development since 2022, when the Telecom Regulatory Authority of India issued a consultation paper. Pilots within individual telecom networks ran through 2025.

Privacy versus fraud prevention

Privacy versus fraud prevention

Civil society and industry bodies raised privacy concerns, but TRAI and the government argued the measure prevents spam callers from using fraudulent identities. Only call receivers see the identity, not the caller.

Some callers stay anonymous

Those who qualify for Caller Line Identity Restriction, including Prime Minister Narendra Modi, President Droupadi Murmu, senior officials and intelligence agencies, are exempt from displaying their names.

SIM cards registered to parents

Users who obtained SIM cards as minors under a parent's name will see their parent's name displayed. They must transfer ownership to themselves, a process that varies by telecom company.

Networks must handle the load

Telecom operators have been instructed to prepare networks to handle caller name display without affecting call quality or compromising user privacy by retaining displayed names.

Grievance system required

Each telecom service provider must establish procedures to receive, record and maintain complaints about the caller name presentation service and resolve them through its grievance redressal mechanism in a timely manner.

“Each TSP shall put in place appropriate technical and organisational measures to receive, record and maintain grievances received from users in respect of calling name presentation service.”

The big picture

India's telecom operators must display KYC-linked names of all incoming callers from November 1, 2026, to prevent fraud and spam calls.
